ORDER

WHEREAS:

 

A.      On June 15, 2022, FortisBC Energy Inc. (FEI) filed with the British Columbia Utilities Commission (BCUC) its Transportation Service Report (Report) pursuant to BCUC Decisions and Orders G-135-18 and G-210-20;

B.      By Order G-209-22, as amended by Orders G-262-22 and G-299-22, the BCUC established a written hearing process for review of the Report which included public notice of the Report and Order, FEI providing the Report and Order to shipper agents and transportation customers, among others, intervener registration, one round of BCUC and intervener information requests, a letters of comment period, and written final and reply arguments;

C.      By August 18, 2022, Direct Energy and the Commercial Energy Consumers of British Columbia (CEC) registered as interveners;

D.      By Order G-372-22, the BCUC accepted the Report as filed and FEI was directed to include, as part of its next Cost of Service Allocation Study filing and Rate Design application, analysis of the costs and revenues associated with its Transportation Service model;

E.       CEC filed a Participant Assistance/Cost Award (PACA) application with the BCUC, with respect to its participation in the proceeding, as follows:

F.       By letter correspondence dated January 23, 2023, FEI provided its comments on the PACA application stating if the BCUC is satisfied that the participant has met the eligibility requirements, that the funding days claimed are appropriate, and that the level of participation has met with the BCUC’s criteria and requirements, then FEI has no further comment; and

G.      The BCUC has reviewed the PACA application in accordance with the criteria and rates set out in the PACA Guidelines, attached to BCUC Order G-97-17, and determines that approval of the cost award is warranted.

NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the BCUC orders as follows:

 

1.       Funding is awarded to the CEC in the listed amount below for its participation in the proceeding:

2.       FEI is directed to reimburse the CEC for the awarded amount in a timely manner.
