ORDER
WHEREAS:
A. On November 21, 2022, British Columbia Hydro and Power Authority (BC Hydro) filed with the British Columbia Utilities Commission (BCUC), pursuant to sections 58 to 61, 89 and 90 of the Utilities Commission Act and section 15 of the Administrative Tribunals Act, the Transmission Service Rate (TSR) Customer Baseline Load (CBL) [Fiscal] F2022 and F2023 (Application);
B. In the Application, BC Hydro seeks the following BCUC approvals:
i. On a final and permanent basis, the “Final Adjusted F2022 CBL for Final Approval” column contained in Appendix A of the Application, effective April 1, 2021;
ii. On an interim basis, the “Interim F2023 CBL for Interim Approval” column contained in Appendix A of the Application, effective April 1, 2022;
iii. On a final and permanent basis, the placement of specific customers on Rate Schedule (RS) 1823A as contained in Appendix A of the Application, effective April 1, 2021; and
iv. On an interim basis, the placement of specific customers on RS 1823A as contained in Appendix A of the Application, effective April 1, 2022;
C. By Order G‑88‑22A, dated March 29, 2022, the BCUC approved the F2022 Interim CBLs and the placement of specified customers on RS 1823A, both effective April 1, 2021, on an interim basis until further application;
D. In the Application, BC Hydro states that pursuant to section 6.2.1 of the Tariff Supplement No. 74 (TS 74), it has submitted all CBL determinations reflected in the Application to each TSR CBL customer for review and comment prior to filing the Application;
E. Pursuant to TS 74 and RS 1823, all CBLs and any decision to put a customer on Rate Schedule 1823A are subject to final approval by the BCUC;
F. BC Hydro requests that Appendices A, B and C of the Application and the associated customer information be held in confidence as they contain commercially sensitive information; and
G. On February 16, 2023, the BCUC issued Order G-33-23, establishing a written comment process and regulatory timetable for the review of the Application. Due to a typographical error, the directives included in BCUC Order G-33-23 are rescinded and replaced with the directives included in this order.
NOW THEREFORE the BCUC orders as follows:
1. A regulatory timetable for the review of the Application is established as set out in Appendix A to this order.
2. BC Hydro is directed as soon as reasonably possible, but no later than Wednesday, March 1, 2023, to provide notice of this Application and a copy of this order, electronically where possible, to all of its TSR customers.
3. BC Hydro is directed to provide to the BCUC, by Friday, March 3, 2023, confirmation of compliance with the notice requirements set out in Directives 2 above, and a list of those notified.
4. Parties wishing to provide comments on the Application is invited to submit a letter of comment by Thursday, March 15, 2023. Letters of comment must be in the Letter of Comment Form available on the BCUC’s website at: https://www.bcuc.com/Forms/LetterOfComment and submitted by email to commission.secretary@bcuc.com or by mail to the British Columbia Utilities Commission, Suite 410, 900 Howe Street, Vancouver, BC, V6Z 2N3.
5. The BCUC will hold confidential the information in Appendices A, B and C of the Application and the associated customer information as they contain commercially sensitive information.
