ORDER
WHEREAS:
A. On February 17, 2023, Pacific Northern Gas Ltd. (PNG) applied to the British Columbia Utilities Commission (BCUC) for approval to record 2022 actual unaccounted for (UAF) gas losses above the established loss cap of 1.25 percent in the PNG-West Division (PNG-West) UAF gas volume deferral account (Application), as established in the PNG-West 2022 Revenue Requirements Decision (2022 RRA Decision);
C. In the Application, PNG submits that the 2022 actual UAF losses were 2.76 percent of total sales and transportation volumes or 137,363 gigajoules (GJ), which has a value of $539,012 before tax at the 2022 approved Company Use gas commodity cost of $3.924 per GJ;
D. The difference between the 1.25 percent UAF losses, for which PNG did not need further BCUC approval, and the 2.76 percent actual 2022 UAF loss is 75,220 GJ with a value of $295,163 before tax; and
E. The BCUC has reviewed the Application and finds that approval is warranted.
NOW THEREFORE pursuant to sections 59 to 61 of the Utilities Commission Act, the BCUC approves recording the 2022 actual UAF volume of 2.76 percent in the PNG-West UAF gas volume deferral account.
