ORDER

WHEREAS:

 

A.      On November 30, 2022, Pacific Northern Gas (N.E.) Ltd. (PNG(NE)) filed its 2023–2024 Revenue Requirements Application (RRA) with the British Columbia Utilities Commission (BCUC) for its Fort St. John/Dawson Creek (FSJ/DC) and Tumbler Ridge (TR) divisions pursuant to sections 58 to 61 of the Utilities Commission Act (UCA) (Application);

B.      In its Application, PNG(NE) seeks an order granting relief pursuant to sections 58 to 61, 89 and 90 of the UCA to allow PNG(NE) to amend its basic charges, delivery rates and Revenue Stabilization Adjustment Mechanism (RSAM) rate rider on an interim and refundable/recoverable basis, effective January 1, 2023, pending the regulatory process for the review of the Application and orders subsequent to this process;

C.      By Order G-373-22, the BCUC, among other things, approved PNG(NE)'s basic charges, delivery rates and RSAM rate rider on an interim and refundable/recoverable basis effective January 1, 2023, and established a regulatory timetable for the proceeding. The timetable included intervener registration, BCUC and intervener information requests (IRs) No. 1 and 2, responses to IRs, written final argument and reply argument;

D.      British Columbia Old Age Pensioners’ Organization, Active Support Against Poverty, Council of Senior Citizens’ Organizations of BC, Disability Alliance BC, and Tenant Resource and Advisory Center, known collectively as BCOAPO et al. (BCOAPO) and Residential Consumer Intervener Association (RCIA) registered as interveners in the proceeding;

E.       By letter, posted as Exhibit C2-3 to the proceeding webpage, RCIA requests that the deadline for its IR No. 1 submission to PNG(NE) be extended from Monday, April 24 to Wednesday, April 26, 2023, due to significant schedule constraints. RCIA also indicates that it has notified PNG(NE) of this extension request and PNG(NE) requests that in consideration of RCIA’s request the deadline for filing responses to BCUC and Intervener IR No. 1 be amended from Thursday, May 11 to Friday, May 12, with no further changes to the regulatory timetable; and

F.       The BCUC has reviewed RCIA’s extension request and considers that an amendment to the regulatory timetable is warranted.

 

NOW THEREFORE the BCUC orders that the regulatory timetable is amended as set out in Appendix A to this order.
