Re:         FortisBC Inc. – Compliance Filing – Rate Design and Rates for Electric Vehicle Direct Current Fast Charging Service Decision and Order G-341-21 – RS96 Detailed Assessment Report

 

Dear Ms. Walsh:

 

On December 29, 2022, FortisBC Inc. (FBC) submitted a compliance filing (Compliance Filing) to the British Columbia Utilities Commission (BCUC) relating to a detailed assessment report of FBC’s Rate Schedule (RS) 96 Electric Vehicle (EV) Direct Current Fast Charging (DCFC) Service, in accordance with Order G-341-21 and Decision dated November 24, 2021. On May 12, 2023, FBC provided further information regarding the compliance filing by way of responses to BCUC staff questions.

 

Pursuant to the directive relating to a proposal for a depreciation rate in the Decision issued concurrently to Order G-341-21, FBC proposes to apply an expected service life of 10 years for EV DCFC charging stations. This is based on the recommendation of the manufacturers. In addition, as part the detailed assessment report, FBC proposes to keep the existing RS96 rates and FBC’s EV DCFC stations’ depreciation rates unchanged at this time and to provide updates to its RS96 Assessment Report by December 31, 2023, if an application for energy-based rates is not filed with the BCUC prior to this date.

 

The BCUC accepts the Compliance Filing including FBC’s proposals as submitted.
