Request to Amend Annual Reporting Deadline

ORDER

WHEREAS:

 

A.        On July 19, 2023, British Columbia Hydro and Power Authority (BC Hydro) requested that the British Columbia Utilities Commission (BCUC) amend the filing date for the Annual Report required under Letter No. L-36-94 from within four months of the end of the fiscal year to within five months of the end of the fiscal year (Application);

B.        On December 15, 1994, the BCUC issued Letter No. L-36-94 directing the utilities under its jurisdiction to file an Annual Report within four months after the end of the fiscal year;

C.        BC Hydro states that the Annual Report to the BCUC relies upon information in BC Hydro’s Annual Service Plan Report, which is typically released on the same day as the Government of British Columbia Public Accounts for the fiscal year. The Public Accounts are required by the Budget Transparency and Accountability Act to be published by August 31 each year. BC Hydro submits that the requested August 31 filing deadline will align with the Government’s Public Accounts timeline and should avoid the need for BC Hydro to submit extension requests for the Annual Report; and

D.        The BCUC has reviewed the Application and considers that an amendment to the filing deadline for BC Hydro’s Annual Report is warranted.

NOW THEREFORE pursuant to section 49 of the Utilities Commission Act, the BCUC orders that BC Hydro must file its Annual Report with the BCUC by August 31 each year.
