ORDER

WHEREAS:

 

A.      On June 12, 2023, Kyuquot Power Ltd. (KPL) filed with the British Columbia Utilities Commission (BCUC) an application for approval to amend its electric tariff rate schedules and other related rate matters (Application);

B.      KPL operates a 14.4 kilovolt single phase distribution line in the area extending from British Columbia Hydro and Power Authority’s electrical grid at Oclucje to Kyuquot, serving customers principally in and around Fair Harbour, Chamiss Bay and Kyuquot. Commercial and residential customers are served under Tariff Rate Schedule (RS) 1101 and the Ka:yu:’k’t’h’ / Che:k’tles7et’h’ First Nations is served under RS 1102;

C.      On June 30, 2023, KPL filed an updated submission and errata to its Application with a correction to the calculation of the contribution in aid of construction (CIAC) differential and an updated electric load forecast;

D.      KPL requests approval of the following, as amended, to be effective the date of the BCUC’s final decision on the Application:

                              (i)            An increase of $0.70 per month from $9.00 per month to $9.70 per month to the Basic Charge under RS 1101 and 1102;

                            (ii)            An increase of $0.0305 per kilowatt hour (kWh) from $0.4026 per kWh to $0.4331 per kWh to the Energy Charge under RS 1101;

                           (iii)            An increase of $0.0261 per kWh from $0.2270 per kWh to $0.2531 per kWh to the Energy Charge under RS 1102; and

                           (iv)            The establishment of a rate base Reliability Hearing regulatory account with a 10 percent annual amortization rate, earning KPL’s weighted average cost of capital;

E.       The proposed rate changes are based on KPL’s forecast cost of service or revenue requirements for the period from July 1, 2023 to June 2024; and

F.       The BCUC has commenced its review of the Application and considers that establishing a regulatory timetable is warranted.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       The regulatory timetable for the review of the Application is established as set out in Appendix A to this order.

2.       KPL is directed to provide the Public Notice in Appendix B to this order and a copy of this order to all of its customers, either electronically or by mail, by Friday, August 11, 2023.

3.       KPL must provide a copy of the Application and this order, electronically where possible, by Friday, August 11, 2023, to all registered interveners in the Investigation into the Safety and Reliability of the KPL System proceeding.

4.       KPL must make the Application available on its website at https://kyuquotpower.com by Friday, August 11, 2023.

5.       KPL is directed to provide written confirmation to the BCUC, by Tuesday, August 15 2023, of compliance with Directives 2, 3 and 4 of this order.

6.       In accordance with the BCUC Rules of Practice and Procedure, any party who wishes to participate in the proceeding may submit a letter of comment or request intervener status. Any party requesting intervener status must register with the BCUC by completing the Request to Intervene Form available on the BCUC’s website by Wednesday, August 30, 2023. Those requesting intervener status are to specifically state the nature of their interest in the Application, the extent of their anticipated involvement in the proceeding and generally identify the issues they intend to pursue.

KYUQUOT POWER LTD. 2024 REVENUE REQUIREMENTS

On June 12, 2023, Kyuquot Power Ltd. (KPL) filed an application with the British Columbia Utilities Commission (BCUC) for approval to change its rate schedules for electricity service and other related rate matters. On June 30, 2023, KPL revised its application.

 

KPL proposes to increase the Basic Charges and Energy Charges under Rate Schedules (RS) 1101 and 1102, based on its forecast cost of service. The revised proposals are for:

 

         RS 1101 and 1102, an increase of $0.70 per month from $9.00 to $9.70 to the Basic Charge,

         RS 1101, an increase of $0.0305/kilowatt hour (kWh) from $0.4026/kWh to $0.4331/kWh to the Energy Charge, and

         RS 1102, an increase of $0.0261/kWh from $0.2270/kWh to $0.2531/kWh to the Energy Charge.
