2024 Revenue Requirements

ORDER

WHEREAS:

 

A.      On June 12, 2023, Kyuquot Power Ltd. (KPL) filed with the British Columbia Utilities Commission (BCUC) an application for approval to amend its electric tariff rate schedules and for other related rate matters (Application);

B.      KPL operates a 14.4 kilovolt single phase distribution line in the area extending from British Columbia Hydro and Power Authority’s electrical grid at Oclucje to Kyuquot, serving customers principally in and around Fair Harbour, Chamiss Bay and Kyuquot. Commercial and residential customers are served under Tariff Rate Schedule (RS) 1101 and the Ka:yu:’k’t’h’ / Che:k’tles7et’h’ First Nations is served under RS 1102;

C.      On June 30, 2023, KPL filed an updated submission and errata to its Application with a correction to the calculation of the contribution in aid of construction differential and an updated electric load forecast;

D.      KPL requests approval of the following rate changes based on KPL’s forecast cost of service or revenue requirements for the period from July 1, 2023 to June 30, 2024, as amended, to be effective the date of the BCUC’s final decision on the Application:

                     (i)         An increase of $0.70 per month from $9.00 per month to $9.70 per month to the Basic Charge under RS 1101 and RS 1102;

                   (ii)         An increase of $0.0305 per kilowatt hour (kWh) from $0.4026 per kWh to $0.4331 per kWh to the Energy Charge under RS 1101;

                  (iii)         An increase of $0.0261 per kWh from $0.2270 per kWh to $0.2531 per kWh to the Energy Charge under RS 1102; and

                  (iv)         The establishment of a rate base Reliability Hearing regulatory account with a 10 percent annual amortization rate, earning KPL’s weighted average cost of capital;

 

E.       By Orders G-206-23 and G-243-23, the BCUC established the regulatory timetable for the review of the Application, which included one round of BCUC and intervener information requests (IR No. 1) and further process to be determined;

F.       On October 11, 2023, pursuant to Order G-243-23, KPL filed its IR No. 1 responses; and

G.      The BCUC has reviewed KPL’s IR No. 1 responses and determines that an amendment to the regulatory timetable for the review of the Application is warranted.

 

NOW THEREFORE the BCUC establishes the amended regulatory timetable as set out in Appendix A to this order.
