ORDER

WHEREAS:

 

A.      On April 21, 2023, Pacific Northern Gas Ltd. and Pacific Northern Gas (N.E.) Ltd. [PNG(NE)] (collectively, PNG) filed an application to the British Columbia Utilities Commission (BCUC) to consolidate commodity-related charges across all service areas, including Pacific Northern Gas Ltd.'s Western Division (PNG-West), PNG-West (Granisle), PNG(NE) Tumbler Ridge (TR) and PNG(NE) Fort St. John (FSJ) and Dawson Creek (DC) (Application);

B.      By Order G-137-23, the BCUC established a regulatory timetable for review of the Application, which included intervener registration, one round of BCUC and intervener information requests, and final and reply arguments;

C.      The BC Sustainable Energy Association and the Residential Consumer Intervener Association registered as interveners in the proceeding;

D.      The following participants filed Participant Cost Award (PCA) applications with the BCUC with respect to their participation in the proceeding:

E.       By emails dated November 3, 2023, PNG provided its comments on the PCA applications. PNG finds both amounts paid by the interveners for consultant and legal fees to participate in the regulatory review process for the proceeding to be reasonable; and

F.       The BCUC has reviewed the PCA applications in accordance with the criteria and rates set out in the Rules of Practice and Procedure attached to BCUC Order G-72-23 and concludes that the cost awards should be approved.

 

NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the BCUC orders as follows:

 

1.       Funding is awarded to the following interveners in the listed amounts for their participation in the PNG Commodity Costs Consolidation proceeding:

2.       PNG is directed to reimburse the above-noted participants for the awarded amounts in a timely manner.
