Insurance Corporation of British Columbia

Basic Insurance Tariff Amendments

BEFORE:

on November 27, 2023

ORDER

WHEREAS:

A.      On November 10, 2023, the Insurance Corporation of British Columbia (ICBC) filed an application with the British Columbia Utilities Commission (BCUC), requesting housekeeping amendments to multiple sections of its Basic Insurance Tariff, effective January 1, 2024 (Application). The proposed amendments include:

         Removal of wording related to enhanced care transitioned certificates and COVID-19 temporary Basic insurance relief measures. These Tariff amendments were for a specified period of time and are no longer applicable;

         Removal of wording related to the two COVID-19 rebates, the enhanced care rebate and the relief rebate as ICBC has already completed providing rebates to customers;

         Removal of Schedule – AE Taxi Fleet Premium Adjustment Agreement and Schedule AF – Non-Fleet Taxi Premium Adjustment Agreement. These were temporary bridge agreements for taxis transitioning to a Fleet Reporting Certificate – Taxis;

         Removal of outdated section due to standardization of trailer basic insurance premiums. This section was introduced in 2011 as a temporary measure and is no longer necessary;

         Correcting sections that include outdated transition wording related to Manufacturer’s Licence Premiums (APV 31) and Trailer Floater Licence Premiums (APV 33); and

         Correction of typographical errors.

B.      In its Application, ICBC states the amendments are minor in scope and intended to remove outdated wording and enhance clarity with no anticipated impacts on Basic insurance rates, Basic insurance customers, brokers or ICBC’s operations. ICBC proposes an effective date of January 1, 2024 for all the amendments; and

C.      The BCUC has reviewed the Application and considers that acceptance of the proposed amendments to the Basic Insurance Tariff is warranted.

NOW THEREFORE the BCUC orders as follows:

1.       ICBC’s request for acceptance and endorsement of the proposed amendments to the Basic Insurance Tariff, is approved effective January 1, 2024.

2.       The tariff pages included with the Application are accepted for filing.

DATED at the City of Vancouver, in the Province of British Columbia, this            27th           day of November 2023.
