Permanent Rates and Agreement for Waste Management of Canada Corporation

for Fuelling Service from the Kamloops CNG Station

ORDER

WHEREAS:

 

A.      On March 1, 2024, FortisBC Energy Inc. (FEI) applied to the British Columbia Utilities Commission (BCUC), pursuant to sections 59 to 61 of the Utilities Commission Act, for approval of the rates established in the fuelling services agreement between FEI and Waste Management of Canada Corporation (Waste Management) (Waste Management-Kamloops Agreement) for compressed natural gas (CNG) fuelling service at the station located at FEI’s operations centre in Kamloops, BC (Kamloops Fuelling Station), on a permanent basis, effective March 15, 2024 (Application);

B.      FEI’s Kamloops Fuelling Station was constructed in 2017 to fuel FEI’s own CNG fleet vehicles. The BCUC subsequently approved fuelling rates for customers to receive CNG fuelling services from the Kamloops Fuelling Station;

C.      By Order G-82-21, the BCUC approved rates established in a fuelling services agreement between FEI and Waste Management on a permanent basis, effective March 15, 2021. The fuelling services agreement, as approved by Order G-82-21, expires on March 14, 2024;

D.      On February 26, 2024, FEI and Waste Management entered into the Waste Management-Kamloops Agreement which establishes the terms, conditions and rates for Waste Management to continue receiving CNG fuelling services from the Kamloops Fuelling Station, effective March 15, 2024. The rates established in the Waste Management-Kamloops Agreement are consistent with the rates which apply to all customers receiving services at the Kamloops Fuelling Station; and

E.       The BCUC has reviewed the Application and determines that approval of the proposed rates established for Waste Management in the Waste Management-Kamloops Agreement on a permanent basis is warranted.

NOW THEREFORE pursuant to sections 59 to 61 of the Utilities Commission Act, the BCUC orders as follows:

 

1.       The rates established for Waste Management in the Waste Management-Kamloops Agreement are approved on a permanent basis, effective March 15, 2024.

2.       FEI is to file the Waste Management-Kamloops Agreement in tariff supplement form for endorsement by the BCUC within 15 days of the date of this order.
