ORDER

WHEREAS:

 

A.      On March 1, 2024, pursuant to sections 58 to 61 of the Utilities Commission Act (UCA), the British Columbia Hydro and Power Authority (BC Hydro) filed an application (Application) with the British Columbia Utilities Commission (BCUC) seeking approval to amend its Open Access Transmission Tariff (OATT), particularly Attachment M-2: Transmission Service and Interconnection Service Procedures for Competitive Electricity Acquisition Processes (CEAP);

B.      Attachment M-2 contains replacement and additional procedures required for interconnection customers to obtain Network Resource Interconnection Service, and for Network Customers to obtain modifications to their Network Integration Transmission Service, for generation resources participating in and selected through a CEAP;

C.      In the Application, BC Hydro seeks approval of amendments to Attachment M-2 to change when Interconnection Feasibility Studies must be posted publicly, with the intention to preserve the competitiveness of BC Hydro’s current CEAP. BC Hydro also seeks approval of amendments to several other sections of Attachment M-2 to correct outdated references to Attachment M-1 of the OATT; and

D.      The BCUC determines that the establishment of a hearing to review the Application is warranted.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       A hearing is established for the review of the Application in accordance with the regulatory timetable as set out in Appendix A to this order.

2.       BC Hydro is directed to provide notice of the Application and this order by Thursday, April 4, 2024, electronically where possible, to the following:

a.       BC Hydro Transmission Customers

b.       CEAP interested parties.

BC Hydro is directed to provide by Tuesday, April 9, 2024, written confirmation of compliance with the notice requirements in Directive 2 to this Order.
