Amendments to the Electric Tariff

ORDER

WHEREAS:

 

A.      On March 11, 2024, British Columbia Hydro and Power Authority (BC Hydro) filed updated tariff pages to document and incorporate rate changes approved by the British Columbia Utilities Commission (BCUC), in accordance with Orders G-256-20, G-312-21, G-91-23, G-154-23, G-342-23, G-43-24 and G-61-24. The filing also includes a request for updates to the numbering format of rate schedule pages in the Electric Tariff, and various housekeeping amendments (altogether, Request);

B.      On October 14, 2020, the BCUC issued Order G-256-20, approving Rate Schedule (RS) 1893 as a pilot program effective from January 1, 2020 to March 31, 2024;

C.      On November 1, 2021, the BCUC issued Order G-312-21, approving among other things, BC Hydro to recover the undepreciated value of existing High Pressure Sodium and Mercury Vapour street lights that are removed before the end of their service life by way of a supplemental charge to RS 1701 customers of $2.06 per month per street light on a permanent basis, effective May 1, 2021 and terminating on March 31, 2024;

D.      On April 21, 2023, the BCUC issued Order G-91-23, approving among other things, interim and, after certain future determinations in other proceedings, permanent rates with respect to BC Hydro’s Fiscal 2023 to Fiscal 2025 (F2023 to F2025) Revenue Requirements Application (RRA);

E.       On June 19, 2023, the BCUC issued Order G-154-23, approving among other things, permanent rates with respect to BC Hydro’s F2023 to F2025 RRA;

F.       On December 12, 2023, the BCUC issued Order G-342-23, approving RS 2101 – Optional Residential Time-of-Use (TOU) Rate, effective April 1, 2024, or the earliest date that BC Hydro can launch the Optional Residential TOU Rate;

G.      On February 20, 2024, the BCUC issued Order G-43-24, approving among other things, BC Hydro to recover the balances in the Cost of Energy Variance Accounts through the DARR and varying Directive 77 of Order
G-91-23 to set the Trade Income Rate Rider (TIRR) at 2.3 percent for Fiscal 2025;

H.      On March 8, 2024, the BCUC issued Order G-61-24, approving BC Hydro to apply the F2025 RRA rate increase to RS 1101 on a permanent basis, effective April 1, 2024;

I.         On March 21, 2024, BC Hydro filed revised tariff pages (Revised Tariff Pages); and

J.        The BCUC has reviewed BC Hydro’s proposed page numbering amendments and housekeeping requests and considers that acceptance of the Revised Tariff Pages is warranted.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       BC Hydro’s request for acceptance and endorsement of its Revised Tariff Pages is approved, effective the date of this order.

2.       The Revised Tariff Pages filed on March 21, 2024 are accepted for filing.
