ORDER

WHEREAS:

 

A.      On December 22, 2023, Buy Low Gas Marketing Inc. (Buy Low Gas) applied to the British Columbia Utilities Commission (BCUC) for a Gas Marketer Licence (Application). The Application included the payment of the $1,000 application fee;

B.      Section 71.1(1) of the Utilities Commission Act (UCA) requires a person who is not a public utility and who performs a gas marketing activity for low-volume consumers to hold a Gas Marketer Licence issued by the BCUC;

C.      The BCUC established Rules for Gas Marketers pursuant to subsection 71.1(10) of the UCA to assist the administration of Gas Marketer licensing. The BCUC reviews and updates the Rules for Gas Marketers from time to time, most recently on October 18, 2013, by Order A-12-13;

D.      In the Application, Buy Low Gas requests that the BCUC hold confidential its financial statements, those of its parent company and operational materials marked confidential on the basis that the contents are commercially sensitive;

E.       On March 11, 2024, BCUC staff issued BCUC Staff Questions No. 1, responded to by Buy Low Gas on
March 12, 2024; and

F.       The BCUC determines establishing a regulatory timetable for the review of the Application is warranted.

 

NOW THEREFORE the BCUC orders a hearing for the review of the application, which is hereby established in accordance with the regulatory timetable set out in Appendix A of this order.
