ORDER

 

WHEREAS:

 

A.      On November 30, 2023, Wyse Meter Solutions Inc. (Wyse) filed an application (Application) with the British Columbia Utilities Commission (BCUC), seeking, among other things, approval of permanent rates for submetering services provided under the Utilities Commission Act;

B.      By Orders G-1-24 and G-92-24, dated January 4, 2024 and March 27, 2024, respectively, the BCUC established and furthered a regulatory timetable for review of the Application which included, among other things, public notice, intervener registration, BCUC and intervener information requests (IRs), and final and reply argument;

C.      On April 16, 2024, by Order G-113-24, the BCUC amended the regulatory timetable in response to a request from Wyse for additional time to file responses to BCUC and Intervener IR No. 2;

D.      On August 28, 2014, by Order G-127-14, the BCUC established the Thermal Energy System (TES) Regulatory Framework Guidelines (TES Guidelines). Revisions to the TES Guidelines were approved on March 2, 2015, by Order G-27-15;

E.       On December 20, 2019, by Order G-341-19, the BCUC established a public hearing for the review of the TES Guidelines (Review). Phase 1 of the Review was established to consider the exemptions granted to certain classes of TES from aspects of BCUC regulation, while Phase 2 of the Review was established to consider the form of BCUC regulation of TES, as well as revisions and updates to the TES Guidelines;

F.       On April 3, 2024, by Order G-98-24, the BCUC established a regulatory timetable for Phase 2 of the Review  which included, among other things, issuance of a revised draft of the TES Guidelines (Revised Draft) by May 22, 2024; and

G.      The BCUC considers an amendment to the regulatory timetable to be warranted to allow an opportunity for Panel IRs regarding the applicability of the TES Guidelines and the Revised Draft to Wyse’s particular circumstances prior to final argument.

 

NOW THEREFORE the BCUC orders that the regulatory timetable established by Order G-113-24 is amended as set out in Appendix A to this order.
