Re: Cottonwood Meadows RV Park – Complaint Suspension Dear : The British Columbia Utilities Commission (BCUC) writes regarding an anonymous complaint (Complaint) it received from a Cottonwood Meadows RV Park (Cottonwood) occupant (Complainant) on October 27, 2023. The Complainant expressed concerns with the metering accuracy of their electric consumption as well as the amount per kilowatt hour they were being invoiced for electricity consumption each month.
Between January 16 and May 1, 2024, Cottonwood responded to the Complaint and confirmed it purchases electricity from British Columbia Hydro and Power Authority on the medium general service rate and resells it to occupants (both short-term and long-term occupants) at its RV park. Further, Cottonwood submits it both owns the meters to measure electricity consumption, and services the infrastructure at the premises.
The BCUC has reviewed the Complaint and considers that additional process is required to address this matter, particularly whether Cottonwood may satisfy the definition of “public utility” found in section 1 of the Utilities Commission Act and therefore be subject to regulation. Accordingly, the Complaint is suspended, and the matter will be addressed through a separate process in due course.
