ORDER

WHEREAS:

 

A.      On December 22, 2023, FortisBC Inc. (FBC) applied to the British Columbia Utilities Commission (BCUC) for approval of its Electric Vehicle (EV) Direct Current Fast Charging Energy-Based Rate Application pursuant to sections 59 to 61 of the Utilities Commission Act (UCA) (Application);

B.      By Order G-17-24 dated January 19, 2024, the BCUC established a regulatory timetable for the review of the Application, which included intervener registration, one round of information requests to FBC, and final and reply arguments;

C.      By Decision and Order G-176-24 dated June 28, 2024, the BCUC approved FBC’s applied for energy-based rate of $0.39 per kilowatt hour (kWh) for its public EV fast charging service and the idling charge of $0.40 per minute, among other matters;

D.      The following participants filed Participant Cost Award (PCA) applications with the BCUC with respect to their participation in the proceeding:

E.       By letter dated July 5, 2024, BCOAPO requested an extension for filing its PCA application until July 22, 2024, due to unavailability of senior counsel. The BCUC approved BCOAPO’s extension request on July 5, 2024;

F.       By letters dated July 22, 2024 and August 6, 2024, FBC provided its comments on the PCA applications, noting disparity among the PCA applications and stating that it has no further comment if the BCUC is satisfied that the time and amounts claimed for interveners’ participation is reasonable; and

G.      The BCUC has reviewed the PCA applications in accordance with the criteria and rates set out in the Rules of Practice and Procedure and determines that the PCA applications should be approved.

 

NOW THEREFORE pursuant to section 118 of the Utilities Commission Act, the BCUC orders as follows:

 

1.       Costs are awarded to the following participants in the listed amounts for their participation in the proceeding:
