ORDER

WHEREAS:

 

A.      On March 14, 2024, British Columbia Hydro and Power Authority (BC Hydro) filed an application seeking acceptance of its updated Demand Side Measures (DSM) Fiscal 2024 Expenditure Schedule (Application) pursuant to section 44.2 of the Utilities Commission Act (UCA);

B.      In the Application, BC Hydro requested acceptance of changes to its DSM transfer rules to provide flexibility for BC Hydro to manage the timing of expenditures on its DSM plans;

C.      By Order G-112-24 dated April 16, 2024, the BCUC established a regulatory timetable for review of the Application consisting of intervener registration, one round of BCUC information requests (IRs), letters of comment, and final submissions by BC Hydro;

D.      On April 24, 2024, the BC Sustainable Energy Association (BCSEA) and the Commercial Energy Consumers
of BC (the CEC) registered as interveners in the proceeding;

E.       On July 29, 2024, by Order G-202-24 the BCUC approved the amendments to the DSM transfer rules as set out in Section 2 of the accompanying Decision;

F.       BCSEA filed a Participant Cost Award (PCA) application with the BCUC with respect to its participation in the proceeding:

G.      By letter dated August 23, 2024, BC Hydro provided its comments on the PCA application, stating that BCSEA has been an active participant in the proceeding and has contributed to a better understanding by the BCUC of the issues in the proceeding. BC Hydro believes that the applicant is eligible for a cost award and has no objection to them receiving the PCA that they have requested; and

H.      The BCUC has reviewed the PCA application in accordance with the criteria and rates set out in the Rules of Practice and Procedure and determines that the PCA application should be approved.

 

NOW THEREFORE pursuant to section 118 of the Utilities Commission Act, the BCUC orders as follows:

 

1.       Costs are awarded to BCSEA in the listed amount for its participation in BC Hydro Fiscal 2024 DSM Expenditures proceeding:

2.       BC Hydro is directed to reimburse BCSEA for the awarded amount in a timely manner.
