ORDER
WHEREAS:
A. On October 7, 2024, Plateau Pipe Line Ltd. (Plateau), a wholly-owned subsidiary of Pembina Pipeline Corporation and general partner of Pembina West Limited Partnership, filed an application (Application) with the British Columbia Utilities Commission (BCUC) for approval to abandon common carrier service on the northern segment (Northern Segment) of the western pipeline system (Western System) pursuant to sections 65 and 72(2) of the Utilities Commission Act;
B. The Western System is a crude oil pipeline providing southbound service from Taylor, BC to Kamloops, BC. The Northern Segment of the Western System runs from Taylor to Prince George, BC, and the southern segment ran from Prince George to Kamloops (Southern Segment). Common carrier service on the Southern Segment was abandoned in October 2022 pursuant to BCUC Order G-282-22;
C. In the Application, Plateau submits that the Northern Segment is no longer economic to operate, and that there is no shipper willing to pay just and reasonable tolls that would permit Plateau to meet its revenue requirement; and
D. The BCUC determines that the establishment of a public hearing process to review the Application is warranted, including an opportunity for Intervener submissions and Plateau reply submissions regarding the following:
i. Intervener response to the Application; and
ii. The appropriate regulatory process for review of the Application.
NOW THEREFORE the BCUC orders as follows:
1. A regulatory timetable is established, as set out in Appendix A to this order.
2. Plateau is directed to publish the Application and a copy of this order on its website at: www.pembina.com by October 22, 2024. The Application and the order are to remain on the above website until a final determination on the Application has been issued.
3. Plateau is directed to provide notice of the Application and a copy of this order, electronically where possible, to all current shippers and known potential shippers by October 22, 2024.
4. Plateau is directed to provide the BCUC with written confirmation of compliance with the above notice requirements, and a list of the entities notified by October 23, 2024.
