ORDER

WHEREAS:

 

A.      By Order G-207-24, dated August 2, 2024, the British Columbia Utilities Commission (BCUC) accepted Kyuquot Power Limited’s (KPL) Resource Assessment Report, as adjusted to include load from the Chamiss Bay camp, as being in the public interest;

B.      On November 7, 2024, KPL filed an application with the BCUC for a Certificate of Public Convenience and Necessity (CPCN) pursuant to sections 45 and 46 of the Utilities Commission Act (UCA) for the Capacity Upgrade Project (Project) (Application);

C.      The Project includes a service upgrade by British Columbia Hydro Power and Authority (BC Hydro) at the point of interconnection between the KPL and BC Hydro systems, including the installation of a new
single-phase recloser, and an upgrade to the KPL system including the installation of a new recloser and voltage regulator. The combined upgrades will increase system demand capacity from 550 kW to approximately 1123 kW;

D.      In the Application, KPL states the works to be completed by BC Hydro are based on a budget quotation with an expiration date of December 23, 2024. KPL explains that if this date is not met, the budget quotation would be subject to review and amendment, potentially resulting in a higher quote; and

E.       The BCUC has reviewed the Application and determines that the establishment of a public hearing process is warranted.

NOW THEREFORE the BCUC orders as follows:

 

1.       A regulatory timetable for the review of the Application is established as set out in Appendix A to this order.

2.       KPL is directed to provide a copy of the Application and this order on or before Tuesday, November 26, 2024, to all known affected or potentially affected parties.

3.       KPL is directed to make the Application available on its website at https://kyuquotpower.com by Tuesday, November 26, 2024.

4.       KPL is directed to provide the Public Notice in Appendix B to this order to all of its customers by Tuesday, November 26, 2024.

5.       KPL is directed to provide written confirmation to the BCUC, by Monday, December 2, 2024, of compliance with directives 2, 3 and 4 of this order.

6.       In accordance with the BCUC’s Rules of Practice and Procedure, any party wishing to comment on the Application is invited to submit a Letter of Comment by the date established in the regulatory timetable. Letters of Comment must be submitted by way of the Letter of Comment Form available on the BCUC’s website at https://www.bcuc.com/Forms/LetterOfComment.

Kyuquot Power Ltd. Capacity Upgrade Project

On November 7, 2024, Kyuquot Power Ltd. (KPL) filed an application for a Certificate of Public Convenience and Necessity for the Capacity Upgrade Project. The purpose of the project is to increase KPL system demand capacity from 550 kW to approximately 1123 kW through upgrades to the distribution system on both sides of the interconnection with BC Hydro at Oclucje.
