Rate Schedule 30 Tariff Amendments

ORDER

WHEREAS:

 

A.      On October 31, 2024, FortisBC Energy Inc. (FEI) applied to the British Columbia Utilities Commission (BCUC) for approval pursuant to sections 59 to 61 of the Utilities Commission Act (UCA) of amendments to Rate Schedule 30 (RS 30) – Off-System Sales and Purchases Rate Schedule and Agreement (Canada and U.S.A.) Tariff Pages in order to adopt the General Terms and Conditions (GT&Cs) of the GasEDI Base Contract for Short-Term Sale and Purchase of Natural Gas dated August 31, 2005 (2005 GasEDI Base Contract) and related amendments to the Standard Provisions, effective January 1, 2025 (Application);

B.      By Order G-79-01 dated July 12, 2001, the BCUC approved amendments to RS 30, which contains the October 26, 2000 version of the Gas Electronic Data Interface (GasEDI) base contract and FEI’s set of Standard Provisions, both of which are used by FEI as the starting point for negotiation with counterparties with whom FEI wishes to execute off-system sales or purchase agreements;

C.      By Orders G-89-03, G-197-11, G-19-16, and G-58-20, the BCUC approved amendments to RS 30 as filed by FEI;

D.      In the Application, FEI proposes to amend RS 30 by adopting the more current 2005 GasEDI Base Contract that reflects industry standard terms for GasEDI transactions in the marketplace and the form of contract expected by counterparties when entering into GasEDI transactions; and

E.       The BCUC has commenced its review of the Application and determines that the establishment of a regulatory timetable for the review of the Application is warranted.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       A regulatory timetable is established as set out in Appendix A to this order.

2.       On or before December 4, 2024, FEI is directed to provide:

a.       notice of the Application and this order on its existing social media platforms; and

b.       notice of the Application and this order on FEI’s website at www.fortisbc.com.

3.       By December 11, 2024, FEI is directed to provide to the BCUC written confirmation of compliance with the notice requirements in Directive 2 of this order, including a list of social media platforms on which notice of the Application was posted.

4.       Persons who wish to file a letter of comment in this proceeding may do so by completing a Letter of Comment Form by December 11, 2024.
