ORDER

WHEREAS:

 

A.      On November 5, 2024, Creative Energy Vancouver Platforms Inc. (Creative Energy) submitted an application to the British Columbia Utilities Commission (BCUC) requesting approval of a 12-month Forecast Fuel Cost of $20,594,876 for the 2024/25 Gas Year, an increase in the Fuel Cost Adjustment Charge (FCAC) from $16.95M# to $18.55M# effective November 1, 2024 and an increase in the Northeast False Creek (NEFC) FCAC from $48.85/MWh to $53.46/MWh effective November 1, 2024 (Application);

B.      By Order G-359-23 dated December 21, 2023, the BCUC approved the FCAC of $16.95/M# and the FCAC Rate Rider of $0.00/M# on a permanent basis, effective November 1, 2023; and

C.      The BCUC has commenced review of the Application and considers that interim approval is warranted.

 

NOW THEREFORE pursuant to sections 58 to 61 and 89 of the Utilities Commission Act the BCUC orders as follows:

 

1.       The FCAC of $18.55/M# and the NEFC FCAC of $53.46/MWh are approved on an interim and refundable or recoverable basis, effective November 1, 2024.

2.       Any variance between the interim and permanent rates for FCAC and NEFC FCAC, as determined by the BCUC following its final determination of the Application, is subject to refund or recovery from ratepayers, with interest at Creative Energy’s cost of debt.

3.       The tariff pages, as attached to the Application, are accepted for filing.
