ORDER

WHEREAS:

 

A.      On September 25, 2024, Creative Energy Vancouver Platforms Inc. (Creative Energy) submitted an application to the British Columbia Utilities Commission (BCUC), pursuant to section 44.2(1)(b) of the Utilities Commission Act, for acceptance of a schedule of capital expenditures that Creative Energy anticipates making to complete the construction of the structure that will house its new steam plant at 720 Beatty Street in Vancouver (New Plant Premises) and to connect Creative Energy’s future steam generating electric boilers and associated equipment (Decarbonization Project) to its existing steam plant (Interconnection Infrastructure) (Application);

B.      Creative Energy states that the cost to complete the New Plant Premises is approximately $31.0 million and the cost to complete the Interconnection Infrastructure is approximately $7.5 million. Creative Energy seeks acceptance of the following expenditures:

1.       $5.2 million for New Plant Premises expenditures that Creative Energy anticipates making during the period between December 2024 and January 2025; and

2.       $33.3 million for New Plant Premises and Interconnection Infrastructure expenditures that Creative Energy anticipates making during the period between February 2025 and the completion of the New Plant Premises and the Decarbonization Project;

C.      By Orders G-269-24 and G-304-24, the BCUC established a regulatory timetable for review of the Application, which included, among other things, intervener registration, BCUC and intervener information requests (IRs), Creative Energy responses to IRs, and final and reply arguments;

D.      On December 5, 2024, Creative Energy filed its final argument;

E.       By letter dated December 11, 2024, Creative Energy filed a letter setting out additional information that it states is relevant to the Application (Additional Information);

F.       By December 12, 2024, interveners filed their final arguments; and

G.      Following review of the Additional Information, the BCUC determines that further regulatory process is warranted. 

 

NOW THEREFORE the BCUC establishes a further regulatory timetable for the review of the Application, as set out in Appendix A to this order.
