Amendments to Rate Schedule 1892 Transmission Service Freshet Energy Tariff

ORDER
WHEREAS:
A. On December 12, 2024, British Columbia Hydro and Power Authority (BC Hydro) filed amendments to Rate Schedule (RS) 1892 (Transmission Service – Freshet Energy) with the British Columbia Utilities Commission (BCUC) to clarify the place and use of demand charge ratchets (Filing);
B. By letter dated April 29, 2024, BC Hydro informed the BCUC of billing errors that resulted in some customers being under-billed for demand under RS 1823 (Transmission Service – Stepped Rate) and RS 1828 (Transmission Service – Biomass Energy Program) when those customers also receive service under RS 1892 or RS 1893 (Transmission Service – Incremental Energy Rate). BC Hydro states the billing errors were caused by demand ratchets not being applied under the RS 1823 and RS 1828 base rates. BC Hydro submits it has informed customers that have elected to take service under RS 1892 for the freshet period starting in May 2024 of the correct Billing Demand formula that will be used going forward;
C. On June 26, 2024, by Order G-175-24 Directive 5, the BCUC directed BC Hydro to file with the BCUC, on or before December 31, 2024, proposed amendments to RS 1892 to clarify the place and use of demand charge ratchets;
D. In this Filing, BC Hydro proposes amendments to the Reference Demand section on page 4 of RS 1892 to include a complete Billing Demand definition for RS 1823, RS 1830, and RS 1828, which it states provides clarity to customers; and
E. The BCUC has reviewed the Filing and determines that the proposed amendments to the RS 1892 tariff are warranted.
NOW THEREFORE pursuant to section 61 of the Utilities Commission Act, the BCUC orders as follows:
1. The BCUC consents to the proposed amendments to RS 1892 as set out in the Filing.
2. The revised tariff pages, as set out in the Filing, are accepted for filing effective the date of this Order.
