2025 to 2027 Energy Conservation and Innovation Portfolio Funding

ORDER

WHEREAS:

A.      On December 11, 2024, Pacific Northern Gas Ltd. and Pacific Northern Gas (N.E.) Ltd. (together, PNG) filed an application for acceptance by the British Columbia Utilities Commission (BCUC) of the Energy Conservation and Innovation (ECI) Portfolio Funding for 2025-2027 (Application) pursuant to section 44.2 of the Utilities Commission Act (UCA);

B.      PNG is seeking acceptance for expenditures over 3 years totalling $5.25 million to fund PNG’s ECI portfolio;

C.      PNG also seeks BCUC approval to continue the following approvals granted under Order G-171-23:

1.       the program funding transfer rules, to enable reallocation of ECI expenditures amongst program areas and between program years; and

2.       the recording of all ECI expenditures as set out in Table 1 of the Application in the rate base regulatory asset deferral account; and

D.      The BCUC has commenced review of the Application and determines that the establishment of a public hearing and a regulatory timetable is warranted.

NOW THEREFORE the BCUC orders as follows:

1.       A public hearing process is established for the review of the Application in accordance with the regulatory timetable as set out in Appendix A to this order.

2.       PNG is directed to make the Application and this order available on its website, and to provide an electronic copy of this order and the Application to registered interveners in the PNG 2024 Consolidated Resource Plan and the PNG 2023 to 2024 ECI Portfolio Funding proceedings by January 31, 2025.

3.       PNG is to provide confirmation to the BCUC that it has complied with Directive 2 of this order by Thursday, February 6, 2025.

4.       In accordance with the BCUC’s Rules of Practice and Procedure, parties who wish to actively participate in this proceeding must complete a Request to Intervene Form, available on the BCUC’s website at https://www.bcuc.com/GetInvolved/GetInvolvedProceeding, by Wednesday February 12, 2025. Parties may also submit letters of comment no later than Wednesday March 26, 2025 by completing a Letter of Comment Form, available on the BCUC’s website.
