Quintette Resources Limited Partnership Service Agreement for Firm Sales Service

ORDER
WHEREAS:
A. On October 30, 2024, Pacific Northern Gas (N.E.) Ltd. (PNG(NE)) filed an application (Application) with the British Columbia Utilities Commission (BCUC) seeking approval of the following, pursuant to sections 59 to 61 and 71 of the Utilities Commission Act (UCA):
1. An interim gas sales agreement (GSA) to provide natural gas service to Quintette Resources Limited Partnership’s (QRLP) Quintette Plant, which is located in PNG (NE)’s Tumbler Ridge service area;
2. A liquified natural gas supply agreement dated October 24, 2024 (Supply Agreement) pursuant to which Lovat Gas Solutions Ltd. (Lovat) will supply liquified natural gas (LNG) to PNG(NE) at PNG(NE)’s Quintette Gate Station to enable the provision of back up LNG supply to the Quintette Plant;
B. By Order G-130-06 dated October 26, 2006, the BCUC approved Rules for Natural Gas Energy Supply Contracts (Rules). Appendix A of Order G-130-06 contains the Rules, which are intended to facilitate the BCUC’s review of natural gas energy supply contracts, pursuant to section 71 of the UCA;
C. By Order G-299-24 dated November 15, 2024, the BCUC approved the rates set out in the GSA on an interim basis, effective November 1, 2024, pending the BCUC’s final decision;
D. On January 10, 2025, PNG(NE) filed its response to BCUC Staff Questions No. 1;
E. PNG(NE) has requested that the Supply Agreement be kept confidential for reasons of commercial sensitivity and submits that disclosure of this information may adversely affect PNG’s ability to secure the most competitively priced gas supply arrangements in the future; and
F. The BCUC has reviewed the Application and responses to BCUC Staff Questions No. 1 and finds that the requested approval is in the public interest.
NOW THEREFORE pursuant to sections 59 to 61 and 71 of the UCA, the BCUC orders as follows:
1. The GSA set forth in the Application, and specifically the rates set out in Schedule B of the GSA, are approved on a permanent basis, effective November 1, 2024.
2. PNG(NE) is to file the GSA for endorsement with the BCUC within 15 days of the issuance of this order.
3. The BCUC accepts the Supply Agreement as filed.
4. The Supply Agreement will be kept confidential unless the BCUC determines otherwise.
