for Existing Electricity Submetering Systems

CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY
WHEREAS:
A. On February 27, 2025, Wyse Meter Solutions Inc. (Wyse) filed an application (Application) with the British Columbia Utilities Commission (BCUC), seeking a Certificate of Public Convenience and Necessity (CPCN) pursuant to sections 45 and 46 of the Utilities Commission Act (UCA) for certain Wyse electric vehicle (EV) charger submetering equipment that was activated on November 1, 2023 (EV Submeters);
B. By Order G-312-24 dated November 27, 2024, the BCUC issued its decision on Wyse’s Submetering Systems and Rates for Service application, in which the BCUC granted Wyse a CPCN for certain listed electricity submetering systems. In the same proceeding, by Order G-24-25 dated February 6, 2025, the BCUC granted Wyse an exemption from section 45 of the UCA for electricity submetering systems that Wyse acquires or constructs after March 31, 2024;
C. In the Application, Wyse states that the EV Submeters were inadvertently omitted from the evidentiary record during the review of the Submetering Systems and Rates for Service application and accordingly were not included as part of the electricity submetering systems that were granted a CPCN by Order G-312-24. Wyse states that the EV Submeters do not depart in any manner from the established need, scope, and design of the systems reviewed during that proceeding and requests that it be granted a CPCN for the EV Submeters or be exempted from the requirement to obtain a CPCN;
D. By Order G-21-25 dated February 5, 2025, the BCUC determined that certain information respecting Wyse’s existing submetering operations, including the specific address/locations of Wyse’s submetering system and the number of customers served, would be held confidential due to its commercially sensitive nature; and
E. The BCUC has considered the Application and finds that the following determinations are warranted.
NOW THEREFORE pursuant to sections 45 and 46 of the UCA, the BCUC orders as follows:
1. Wyse is granted a CPCN for the EV Submeters.
2. Information contained in the Application regarding the address/location of the EV Submeters and the number of customers served will be held confidential unless the BCUC determines otherwise.
