ORDER
WHEREAS:
A. On March 7, 2025, Pacific Northern Gas Ltd. (PNG) applied to the British Columbia Utilities Commission (BCUC) for approval to record 2024 actual unaccounted for (UAF) gas losses above the established loss cap of 1.25 percent in the PNG-West Division (PNG-West) UAF gas volume deferral account (Application), as established in the PNG-West 2022 Revenue Requirements Decision (2022 RRA Decision);
B. In Directive 16 of Order G-281-22 dated October 11, 2022, accompanying the 2022 RRA Decision, the BCUC approved the continued use of the UAF gas volume deferral account and established the UAF volume forecast at one percent. PNG was approved to record the variance between zero percent and a loss of up to 1.25 percent in the UAF gas volume deferral account without having to seek BCUC approval;
C. By Order G-346-23 dated December 14, 2023, the BCUC approved the Company Use gas commodity price of $2.489/GJ for PNG-West service area effective January 1, 2024;
D. In the Application, PNG submits that the 2024 actual UAF losses were 1.66 percent of total sales and transportation volumes or 83,109 gigajoules (GJ), which has a value of $206,858 before tax at the 2024 approved Company Use gas commodity cost of $2.489 per GJ;
E. The difference between the 1.25 percent UAF losses, for which PNG does not require further BCUC approval, and the 1.66 percent actual 2024 UAF loss is 20,311 GJ with a value of $50,554 before tax; and
F. The BCUC has reviewed the Application and finds that approval is warranted.
NOW THEREFORE pursuant to sections 59 to 61 of the Utilities Commission Act, the BCUC approves recording the 2024 actual UAF volume of 1.66 percent in the PNG-West UAF gas volume deferral account.
