ORDER
WHEREAS:
A. On April 4, 2025, British Columbia Hydro and Power Authority (BC Hydro) filed an application (Application) with the British Columbia Utilities Commission (BCUC), pursuant to sections 58 to 61 of the Utilities Commission Act (UCA), requesting approval of an alternative High Load Hour Baseline, Low Load Hour Baseline and Reference Demand (collectively, RS 1892 Baselines) for Domtar Inc. dba Catalyst Paper – Powell River (Catalyst);
B. By Order G-104-20 dated May 1, 2020, the BCUC approved Rate Schedule (RS) 1892 – Transmission Service – Freshet Energy (Freshet Rate) on a permanent basis;
C. In the Application, BC Hydro states that Catalyst has elected to participate in the Freshet Rate;
D. In the Application, BC Hydro states that BC Hydro and Catalyst have agreed that RS 1830 electricity purchases during the most recent freshet period of May 1 to July 31, 2024 should be used to determine the RS 1892 Baselines. The RS 1892 Baselines are provided in Appendix B of the Application;
E. BC Hydro filed a public and confidential version of the Application and requested that Appendix B of the confidential version of the Application be held in confidence as it contains commercially sensitive information; and
F. The BCUC has reviewed the Application and finds that approval is warranted.
NOW THEREFORE pursuant to sections 58 to 61 of the UCA, the BCUC orders as follows:
1. The RS 1892 Baselines contained in Appendix B of the Application are approved effective May 1, 2025.
2. The BCUC will hold Appendix B of the Application in confidence unless the BCUC determines otherwise, as it contains confidential customer information.
