ORDER
WHEREAS:
A. On April 7, 2025, Wyse Meter Solutions Inc. (Wyse), filed an application (Application) with the British Columbia Utilities Commission (BCUC) pursuant to section 88(3) of the Utilities Commission Act (UCA) seeking approval to be exempted from the application of sections 50 to 54 of the UCA;
B. By Order G-168-23 dated June 28, 2023, the BCUC determined that Wyse is a public utility subject to the BCUC’s jurisdiction under the UCA;
C. By Order G-312-24 dated November 27, 2024, the BCUC granted Wyse a Certificate of Public Convenience and Necessity for its existing electrical submetering systems;
D. By Order G-24-25 dated February 6, 2025, the BCUC exempted Wyse from the application of section 45 of the UCA for electricity submetering systems that Wyse acquires or constructs after March 31, 2024; and
E. The BCUC determines that the establishment of a public hearing process to review the Application is warranted.
NOW THEREFORE the BCUC orders as follows:
1. A public hearing is established for the review of the Application in accordance with the regulatory timetable set out in Appendix A to this order.
2. Wyse is directed to publish the Application and a copy of this order on its website at: www.wysemeter.com by Tuesday, May 6, 2025. The postings must remain in place until a final determination on the Application has been issued.
3. Wyse is directed to provide notice of the Application and a copy of this order, electronically where possible, to all customers of Wyse located in BC and to the registered interveners in Wyse’s Submetering Systems and Rates for Service proceeding by Tuesday, May 6, 2025.
4. Wyse is directed to provide written confirmation to the BCUC that it has posted a copy of the Application and this order on its website pursuant to Directive 2 and provided notice to interveners and its BC customers pursuant to Directive 3 by Thursday, May 8, 2025.
5. In accordance with BCUC’s Rules of Practice and Procedure, any party wishing to provide comments is invited to submit a Letter of Comment by the date established in the regulatory timetable. Letters of comment must be in the Letter of Comment Form available on the BCUC’s website at https://www.bcuc.com/Forms/LetterOfComment.
