ORDER
WHEREAS:
A. On April 8, 2025, Kyuquot Power Ltd. (KPL) filed with the British Columbia Utilities Commission (BCUC) an application for approval to amend its electric tariff rate schedules and for other related rate matters (Application);
B. KPL operates a 14.4 kilovolt single phase distribution line in the area extending from British Columbia Hydro and Power Authority’s (BC Hydro) electrical grid at Oclucje to Kyuquot, serving customers principally in and around Fair Harbour, Chamiss Bay and Kyuquot. Commercial and residential customers are served under Tariff Rate Schedule (RS) 1101 and the Ka:’yu:'k't'h' / Che:k'tles7et'h' First Nations (KCFN) are served under RS 1102;
C. By Order C-6-24 dated December 20, 2024, the BCUC granted a Certificate of Public Convenience and Necessity to KPL for its Capacity Upgrade Project, which includes a two-phased approach to increasing KPL’s system demand capacity from 550 kilowatts (kW) to approximately 1123 kW through service upgrades at the point of interconnection between the KPL and BC Hydro systems. Phase One includes the installation of a new single phase recloser on both KPL and BC Hydro sides of the interconnection to achieve a KPL system capacity of 700 kW, while Phase Two includes the installation of a voltage regulator on the KPL system to achieve a KPL system capacity of approximately 1123 kW;
D. KPL requests approval of the following, to be effective the date of the BCUC’s final decision on the Application:
(i) An increase of $0.30 per month from $9.70 per month to $10.00 per month to the Basic Charge under RS 1101 and 1102;
(ii) An increase of $0.0342 per kilowatt hour (kWh) from $0.4446 per kWh to $0.4788 per kWh to the Energy Charge under RS 1101;
(iii) An increase of $0.0448 per kWh from $0.2646 per kWh to $0.3094 per kWh to the Energy Charge under RS 1102; and
(iv) The establishment of a rate base regulatory account related to the Capacity Upgrade Project with a 7 percent annual amortization rate, earning KPL’s weighted average cost of capital.
E. The proposed rate changes are based on KPL’s forecast cost of service or revenue requirements for the period from July 1, 2025 to June 30, 2026; and
F. The BCUC has commenced its review of the Application and considers that establishing a regulatory timetable is warranted.
NOW THEREFORE the BCUC orders as follows:
1. The regulatory timetable for the review of the Application is established as set out in Appendix A to this order.
2. KPL is directed to provide the Public Notice in Appendix B to this order and a copy of this order to all customers, either electronically or by mail, by Friday, May 9, 2025.
3. KPL must provide a copy of the Application and this order, electronically where possible, by Friday, May 9, 2025, to KCFN and BC Hydro.
4. KPL must make the Application available on its website at https://kyuquotpower.com by Friday, May 9, 2025.
5. KPL is directed to provide written confirmation to the BCUC, by Tuesday, May 13, 2025, of compliance with Directives 2, 3 and 4 of this order.
6. In accordance with the BCUC Rules of Practice and Procedure, parties who wish to actively participate in the proceeding must complete a Request to Intervene form, available on the Get Involved in a Proceeding section of the BCUC’s website at https://www.bcuc.com/forms/RequestToIntervene, by Wednesday, May 21, 2025.

KYUQUOT POWER LTD. 2026 REVENUE REQUIREMENTS
On April 8, 2025, Kyuquot Power Ltd. (Kyuquot Power) filed an application with the British Columbia Utilities Commission (BCUC) for approval to increase its electricity rates, among other items.
Kyuquot Power proposes to increase the Basic and Energy charges for Rate Schedules (RS) 1101 and 1102, due to a forecast increase in service costs. The requested rate increases are for:
• RS 1101 – Basic Charge increase of $0.30 per month from $9.70 to $10.00, and an Energy Charge increase of $0.0342 per kilowatt hour (kWh) from $0.4446/kWh to $0.4788/kWh.
• RS 1102 – Basic Charge increase of $0.30 per month from $9.70 to $10.00, and an Energy Charge increase of $0.0448 per kWh from $0.2646/kWh to $0.3094/kWh.
