Re:         British Columbia Hydro and Power Authority – Interim Electricity Purchase Agreement – Waste to Energy Facility

 

Dear Mr. Sandve:

 

On April 30, 2025, British Columbia Hydro and Power Authority (BC Hydro) filed with the British Columbia Utilities Commission (BCUC) an interim Electricity Purchase Agreement (EPA) with the Greater Vancouver Sewerage and Drainage District (GVS&DD) for the Metro Vancouver Waste-to-Energy Facility (WTE Facility) (Interim EPA). The Interim EPA is effective March 3, 2025 with an initial term of 30 days. On April 1, 2025, the parties agreed in writing to extend the term of the Interim EPA for an additional 30 days.


The original EPA between BC Hydro and the GVS&DD for the WTE Facility came into effect on January 1, 2014 and expired on March 2, 2025.

BC Hydro advises that the parties have now entered into a new long-term renewal EPA effective April 15, 2025 (2025 Renewal EPA). BC Hydro expects to submit a combined application in accordance with section 71 of the Utilities Commission Act that will include both the Interim EPA and the 2025 Renewal EPA to the BCUC

by June 12, 2025.

 

The BCUC acknowledges receipt of BC Hydro’s letter and its commitment to file a combined application by June 12, 2025.
