ORDER
WHEREAS:
A. On March 21, 2025, British Columbia Hydro and Power Authority (BC Hydro) filed with the British Columbia Utilities Commission (BCUC), pursuant to sections 58 to 61, 89, and 90 of the Utilities Commission Act (UCA) and section 15 of the Administrative Tribunals Act, its Transmission Service Rate (TSR) Customer Baseline Loads (CBL) Fiscal 2024 (F2024) and Fiscal 2025 (F2025) application (Application);
B. In the Application, BC Hydro seeks the following approvals:
i. On a final and permanent basis, the “Final Adjusted F2024 CBL for Final Approval” column contained in Appendix A of the Application, effective April 1, 2023;
ii. On an interim basis, the “Interim F2025 CBL for Interim Approval” column contained in Appendix A of the Application, effective April 1, 2024;
iii. On a final and permanent basis, the placement of specific customers on Rate Schedule (RS) 1823A as contained in Appendix A of the Application, effective April 1, 2023; and
iv. On an interim basis, the placement of specific customers on RS 1823A as contained in Appendix A of the Application, effective April 1, 2024;
C. By Order G-353-23 and the accompanying decision dated December 15, 2023, the BCUC approved, among other things, BC Hydro’s proposal to transition RS 1823 and RS 1827 customers to RS 1830, which is a new, flat-rate structure effective April 1, 2024. The approved rate transition allows customers with Customer-Funded Demand-Side Management (DSM) projects to remain on RS 1823 for a two-year period before transitioning to RS 1830;
D. By Order G‐39‐24 dated February 15, 2024, the BCUC approved the F2024 Interim CBL and the placement of specified customers on RS 1823A, both effective April 1, 2023, on an interim basis until a further application;
E. By Order G-95-25 dated April 14, 2025, the BCUC established a written comment process and a regulatory timetable for the review of the Application, which included the opportunity for parties to submit letters of comment on or before May 8, 2025. The BCUC held the information in Appendices A, B, and C of the Application and the associated customer information confidential as they contain commercially sensitive information. The BCUC directed BC Hydro to provide notice of the Application to its TSR customers. The BCUC received no letters of comment; and
F. The BCUC has reviewed the Application and considers that approval is warranted.
NOW THEREFORE pursuant to sections 58 to 61 and 90 of the UCA, the BCUC orders as follows:
1. The Final Adjusted F2024 CBLs, effective April 1, 2023, in the column identified as “Final Adjusted F2024 CBL for Final Approval” and the placement of the specified customers on RS 1823A in F2024 contained in Appendix A of the Application, are approved on a final and permanent basis.
2. The Interim F2025 CBLs, effective April 1, 2024, in the column identified as “Interim F2025 CBL for Interim Approval” and the placement of the specified customers on RS 1823A contained in Appendix A of the Application, are approved on an interim basis until further application.
