ORDER

WHEREAS:

A.      On May 26, 2025, Corix Burnaby Mountain DE Limited Partnership (Corix) filed its 2024 report (Application) on the Fuel Cost Deferral Account (FCDA), the Property Tax Deferral Account (PTDA) and the Insurance Cost Variance Account (ICVA) for the Simon Fraser University (SFU), which is a customer group at the Burnaby Mountain District Energy Utility (BMDEU). The Application includes a request to set the SFU Rider 1 to $(1,199) per megawatt (MW) of Nominated Capacity per month and the SFU Rider 2 to $15 per MW of Nominated Capacity per month effective from July 1, 2025 to June 30, 2026;

B.      On September 15, 2017, the BCUC issued Order C-5-17, which granted Corix a Certificate of Public Convenience and Necessity to construct the central energy plant at the BMDEU. In Order C-5-17, the BCUC also approved the use of the FCDA and PTDA for SFU;

C.      On September 24, 2021, the BCUC issued Order G-279-21 regarding the BMDEU 2020-2023 Revenue Requirements and Rates Application. In Order G-279-21, the BCUC approved SFU Rider 1 and SFU Rider 2 to amortize the balances in the FCDA and PTDA respectively, using a 12-month amortization period;

D.      On June 20, 2024, the BCUC issued Order G-166-24, which approved Corix to set SFU Rider 1 to $(735) per MW of Nominated Capacity per month, and SFU Rider 2 to $359 per MW of Nominated Capacity per month, effective July 1, 2024 to June 30, 2025;

E.       On December 19, 2024, the BCUC issued Order G-348-24 regarding the BMDEU 2024-2025 Revenue Requirements and Rates Application. In Order G-348-24, the BCUC approved the establishment of the ICVA and the amortization of the ICVA balance through SFU Rider 2 using a 12-month amortization period; and

F.       The BCUC has reviewed the Application and considers that setting the SFU Rider 1 and SFU Rider 2 to the amounts proposed by Corix is warranted.

NOW THEREFORE pursuant to sections 59 to 61 of the Utilities Commission Act the BCUC orders as follows:

 

1.       Corix is approved to set the SFU Rider 1 to $(1,199) per MW of Nominated Capacity per month, effective from July 1, 2025 to June 30, 2026.

2.       Corix is approved to set the SFU Rider 2 to $15 per MW of Nominated Capacity per month, effective from July 1, 2025 to June 30, 2026.

3.       Corix is directed to notify SFU of the changes to SFU Rider 1 and 2 rates no later than the date of the next monthly billing.

4.       Corix is directed to file revised tariff pages reflecting the changes to SFU Rider 1 and SFU Rider 2 rates for acceptance by the BCUC within 30 days of the date of this Order.
