PNG-West 2025 to 2027 Revenue Requirements

ORDER

WHEREAS:

 

A.      On April 2, 2025, Pacific Northern Gas Ltd. (PNG) filed its 2025–2027 Revenue Requirements Application (RRA) with the British Columbia Utilities Commission (BCUC) for its west division (PNG-West) pursuant to sections 58 to 61, 89 and 90 of the Utilities Commission Act seeking permanent approval of its 2025, 2026 and 2027 basic charges and delivery rates, and its 2025 Revenue Stabilization Adjustment Mechanism (RSAM) rate rider on a permanent basis, effective January 1, 2025 (Application);

B.      By Order G-333-24 dated December 12, 2024, the BCUC approved PNG's request for interim approval of its basic charges, delivery rates and RSAM rate rider on an interim and refundable or recoverable basis, effective January 1, 2025;

C.      By Order G-101-25 dated April 22, 2025, the BCUC approved PNG's request to amend its 2025 basic charges, delivery rates and RSAM rate rider on an interim and refundable or recoverable basis, effective May 1, 2025, and established a regulatory timetable for the proceeding. The timetable included intervener registration, information requests (IRs), and final and reply arguments;

D.      By letter dated May 23, 2025, British Columbia Old Age Pensioners' Organization, et al. (BCOAPO) and Residential Consumer Intervener Association were accepted as one intervener group in the proceeding and Annette Morgan was accepted as an individual in this proceeding;

E.       By Orders G-176-25 and G-183-25, the BCUC reopened the evidentiary record and amended the regulatory timetable to accommodate the issuance of Panel IR No. 1 and Panel IR No. 2, respectively. Order G-183-25 established an amended timetable that includes deadlines of July 31, 2025, for any PNG supplemental final argument on the evidence in Panel IR No. 2, Thursday, August 7, 2025, for intervener final arguments and Thursday, August 21, 2025, for PNG’s reply argument;

F.       On July 28, 2025, the BCUC received a request from BCOAPO for an extension to Friday, August 15, 2025, to file its final argument due to a scheduled vacation directly following the deadline for PNG’s supplemental final argument. In its letter, BCOAPO states that PNG supports the extension request and correspondingly requests an extension to Friday, August 29, 2025, to file its reply;

G.      By Order G-186-25, the BCUC accepted BCOAPO’s extension request and amended the regulatory timetable; and

H.      The BCUC determines that a further amendment to the regulatory timetable is warranted for clarity.

 

NOW THEREFORE the BCUC establishes an amended regulatory timetable as set out in Appendix A to this order.
