ORDER
WHEREAS:
A. On July 15, 2025, Creative Energy Vancouver Platforms Inc. (Creative Energy) submitted an application (Application) to the British Columbia Utilities Commission (BCUC) requesting the following changes to the Fuel Cost Adjustment Charge (FCAC) and FCAC Rate Rider for the thermal energy system comprising the Core steam distribution network serving downtown Vancouver and the hot water distribution networks serving Northeast False Creek (NEFC) and the Butterfly Development (together, Core TES), effective from August 1, 2025, through December 31, 2025:
i. to set the FCAC at $18.55 per thousand pounds steam (M#) and the FCAC Rate Rider at ($14.93) per M#, for customers connected to the Core steam distribution network; and
ii. to set the FCAC at $53.46 per megawatt hour (MWh) and the FCAC Rate Rider at ($43.02) per MWh, for customers connected to the NEFC and the Butterfly Development hot water distribution networks.
B. By Order G-359-23 dated December 21, 2023, the BCUC approved the FCAC Rate Rider of $0.00 per M# on a permanent basis, effective November 1, 2023;
C. By Order G-27-25 dated February 6, 2025, Creative Energy was approved on an interim and refundable or recoverable basis, effective November 1, 2024, to charge customers of the Butterfly Development the same FCAC and FCAC Rate Rider as those approved for the NEFC hot water distribution network from time to time;
D. By Order G-35-25 dated February 20, 2025, the BCUC approved the FCAC of $18.55 per M# and $53.46 per MWh, as applicable, to Core TES customers, effective November 1, 2024; and
E. The BCUC has commenced its review of the Application and considers that interim approval is warranted.
NOW THEREFORE pursuant to sections 58 to 61 and 89 of the Utilities Commission Act the BCUC orders as follows:
1. The FCAC of $18.55 per M# and the FCAC Rate Rider of ($14.93) per M#, for customers connected to the Core steam distribution network, are approved on an interim and refundable or recoverable basis, effective August 1, 2025.
2. The FCAC of $53.46 per MWh and the FCAC Rate Rider ($43.02) per MWh, for customers connected to the NEFC and the Butterfly Development hot water distribution networks, are approved on an interim and refundable or recoverable basis, effective August 1, 2025.
3. Creative Energy is directed to file revised tariff pages reflecting the interim approval for BCUC endorsement within 15 days of the date of this order.
