Tourmaline Oil Corporation Temporary LNG Supply Agreement

ORDER
WHEREAS:
A. On August 8, 2025, Pacific Northern Gas (N.E.) Ltd. (PNG(NE)) filed an application (Application) with the British Columbia Utilities Commission (BCUC) pursuant to section 61 of the Utilities Commission Act (UCA) for approval of a gas supply agreement (GSA) for incremental liquified natural gas (LNG) effective as of August 8, 2025 to provide Tourmaline Oil Corporation (Tourmaline) temporary LNG supply on a flow-through basis (PNG(NE)-Tourmaline GSA);
B. PNG(NE) states that it issued a curtailment notice on August 8, 2025, to Tourmaline under its existing firm gas transportation service agreements due to a Westcoast Energy Limited Partnership (Westcoast) outage impacting Tourmaline operating well sites 9-28-81-17-W6M and 9-36-81-19-W6M. PNG(NE) further states that the Westcoast outage period is scheduled to commence on August 11, 2025, and is expected to conclude on August, 21, 2025;
C. PNG(NE) submits that under the terms of the PNG(NE)-Tourmaline GSA, Tourmaline has agreed to reimburse PNG(NE) for all incremental costs incurred to provide the temporary LNG service during the outage period; and
D. The BCUC has reviewed the Application and finds that the requested approval is in the public interest.
NOW THEREFORE pursuant to sections 58 to 61 of the UCA, the BCUC orders as follows:
1. The PNG(NE)-Tourmaline GSA, and specifically the rates set out in Schedule A of the PNG(NE)-Tourmaline GSA, are approved on a permanent basis, effective August 8, 2025.
2. PNG(NE) is directed to file the PNG(NE)-Tourmaline GSA for endorsement with the BCUC within 15 days of the issuance of this order.
