2025 to 2028 Gas Supply Mitigation Incentive Program Extension

ORDER

WHEREAS:

 

A.      On August 7, 2025, FortisBC Energy Inc. (FEI) filed an application with the British Columbia Utilities Commission (BCUC), seeking approval pursuant to sections 63 of the Utilities Commission Act (UCA) for a review and an extension of the Gas Supply Mitigation Incentive Program (GSMIP), for a three-year term for the period from November 1, 2025 to October 31, 2028 (Application);

B.      In the Application, FEI proposes continuation of the existing GSMIP model and Term Sheet, with changes to the Term Sheet to revise the effective period to November 1, 2025 to October 31, 2028;

C.      By Order G-163-11 dated September 22, 2011, the BCUC approved the GSMIP for the period from November 1, 2011 to October 31, 2013. The GSMIP was amended and further extended to October 31, 2025 by BCUC Orders G-174-13, G-141-16, G-232-19, and G-338-22; and

D.      The BCUC considers that the establishment of a written comment process is warranted for review of the Application.

 

NOW THEREFORE the BCUC orders as follows:

1.       A public hearing process is established in accordance with the regulatory timetable as set out in Appendix A to this order.

2.       FEI is directed to provide notice of the Application and a copy of this order to the 2022 GSMIP workshop attendees, by no later than Monday, September 22, 2025.

3.       FEI is directed to provide to the BCUC, by Wednesday, September 24, 2025, confirmation of compliance with Directive 2 of this order.

4.       In accordance with the BCUC’s Rules of Practice and Procedure, any party wishing to provide comments is invited to submit a Letter of Comment by the date established in the regulatory timetable. Letters of comment must be in the Letter of Comment Form available on the BCUC’s website at https://www.bcuc.com/Forms/LetterOfComment.
