ORDER
WHEREAS:
A. On April 7, 2025, Wyse Meter Solutions Inc. (Wyse), filed an application (Application) with the British Columbia Utilities Commission (BCUC) pursuant to section 88(3) of the Utilities Commission Act (UCA) seeking approval to be exempted from the application of sections 50 to 54 of the UCA;
B. Under the UCA, a public utility is defined in section 1, in part, as:
a person, or the person’s lessee, trustee, receiver or liquidator, who owns or operates in British Columbia, equipment or facilities for (a) the production, generation, storage, transmission, sale, delivery or provision of electricity, natural gas, steam or any other agent for the production of light, heat, cold or power to or for the public or a corporation for compensation…;
C. Wyse describes itself as a submetering company which installs and operates submeters to measure electricity, water and sewer, natural gas and/or thermal consumption in individual units of multi-residential buildings. Wyse measures the consumption and bills each unit occupant monthly based on their individual usage;
D. By Order G-168-23 dated June 28, 2023, the BCUC determined that Wyse is a public utility subject to the BCUC’s jurisdiction under the UCA;
E. By Order G-107-25 dated April 28, 2025, the BCUC established a public hearing for the review of the Application, which included public notice of the Application, one round of information requests and the filing of letters of comment;
F. Section 88(3) of the UCA provides that the BCUC may grant an exemption from the UCA with the advance approval of the minister responsible for the administration of the Hydro and Power Authority Act;
G. By letter dated September 12, 2025, attached as Appendix B to this order, the Minister responsible for the administration of the Hydro and Power Authority Act granted advance approval to the BCUC to exempt Wyse from the application of sections 50 to 54 of the UCA; and
H. The BCUC has reviewed the Application and determines that the grant of a partial exemption to Wyse from the operation of the UCA is warranted.
NOW THEREFORE the BCUC orders as follows:
1. Pursuant to section 88(3) of the UCA, the BCUC, having been granted advance approval by the Minister responsible for the administration of the Hydro and Power Authority Act, exempts Wyse from the application of sections 50 to 54 of the UCA.
2. Wyse is directed to include the information set out in Appendix A to this order as part of its annual report to the BCUC.
3. The exemption referred to in Directive 1 of this order remains in effect until the BCUC orders that the exemption no longer applies.

Appendix A to Order G-241-25
Annual Reporting Requirements
Wyse is to provide a report summarizing the following information as part of its annual report to the BCUC:
• Any completed transactions that, absent exemption, would have been subject to sections 50 to 54 of the UCA;
• The number of new submetering service agreements entered into by Wyse with building owners in British Columbia and any terminations or transfers of such agreements; and
• The number of electricity submetering customers served by Wyse in British Columbia.
