ORDER
WHEREAS:
A. On December 18, 2024, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed with the British Columbia Utilities Commission (BCUC) its 2025 Revenue Requirements Application (RRA) for the Core thermal energy system (Application), which includes the steam distribution network and the Northeast False Creek and Butterfly Development hot water distribution networks;
B. By Orders G-11-25 and G-91-25, dated January 23 and April 7, 2025, respectively, the BCUC established regulatory timetables for the review of the Application, which included public notice, intervener registration, one round of BCUC and intervener information requests (IR), one round of Panel IRs, and final and reply arguments;
C. British Columbia Old Age Pensioners’ Organization, Active Support Against Poverty, Disability Alliance BC, Council of Senior Citizens’ Organizations of BC, and Tenant Resource and Advisory Center (BCOAPO), the Commercial Energy Consumers Association of British Columbia (the CEC), and Residential Consumer Intervener Association (RCIA) participated as interveners in the proceeding;
D. By Order G-199-25A and the accompanying decision dated September 5, 2025, the BCUC issued its final decision on the 2025 RRA;
E. The following participants filed Participant Cost Award (PCA) applications with the BCUC with respect to their participation in the proceeding:

F. Creative Energy found the PCA applications reasonable; and
G. The BCUC has reviewed the PCA applications in accordance with the criteria and rates set out in the BCUC Rules of Practice and Procedure and determines that the PCA applications should be approved.
NOW THEREFORE pursuant to section 118 of the Utilities Commission Act, the BCUC orders as follows:
1. Costs are awarded to the following participants in the listed amounts for their participation in the 2025 Core Steam RRA proceeding:

2. Creative Energy is directed to reimburse the above-noted participants for the awarded amounts in a timely manner.
