ORDER
WHEREAS:
A. On November 25, 2024, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed with the British Columbia Utilities Commission (BCUC) an application (Application) seeking acceptance of its 2024 Long-Term Resource Plan (LTRP) for the Core Thermal Energy System (Core TES) pursuant to sections 44.1(2) and 44.1(6) of the Utilities Commission Act (UCA);
B. By Orders G-2-25, G-93-25 and G-121-25, the BCUC established and amended the regulatory timetable for review of the Application, which included public notice, intervener registration, BCUC and intervener information requests (IRs), Creative Energy responses to IRs, and final and reply arguments;
C. By January 31, 2025, the Residential Consumer Intervener Association (RCIA), Commercial Energy Consumers Association of British Columbia (CEC), BC Sustainable Energy Association (BCSEA), and British Columbia Old Age Pensioners’ Organization, Active Support Against Poverty, Disability Alliance BC, Council of Senior Citizen’s Organizations of BC, Tenants Resource and Advisory Centre (BCOAPO) requested to intervene in this proceeding;
D. On August 19, 2025, by Order G-203-25, the BCUC accepted Creative Energy’s 2024 LTRP;
E. The following participants filed Participant Cost Award (PCA) applications with the BCUC with respect to their participation in the proceeding:

F. By e-mail dated October 3, 2025, Creative Energy stated it had no comments on any of the interveners’ PCA applications; and
G. The BCUC has reviewed the PCA applications in accordance with the criteria and rates set out in the BCUC’s Rules of Practice and Procedure and determines that the PCA applications should be approved.
NOW THEREFORE pursuant to section 118 of the Utilities Commission Act, the BCUC orders as follows:
1. Costs are awarded to the following participants in the listed amounts for their participation in the Creative Energy 2024 Long-Term Resource Plan proceeding:
