ORDER
WHEREAS:
A. On August 8, 2025, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed an application for approval with the British Columbia Utilities Commission (BCUC), pursuant to sections 58 to 60 and 90 of the Utilities Commission Act, seeking, among other things, approval of rates, effective January 1, 2026, for the provision of cooling service to customers connected to its South Downtown district cooling system (SODO DCS) (Application);
B. By Order G-212-25 dated August 28, 2025, the BCUC established the regulatory timetable for the review of the Application which included, among other things, intervener registration, intervener information requests (IR), and final and reply arguments;
C. By letter dated October 2, 2025, the BCUC accepted the following parties as interveners: BC Old Age Pensioners’ Organization, Council of Senior Citizens’ Organizations of BC, Active Support Against Poverty, Disability Alliance BC, and Tenants Resource and Advisory Centre (BCOAPO); Commercial Energy Consumers Association of British Columbia; and Residential Consumer Intervener Association (RCIA). The BCUC also required BCOAPO and RCIA to participate as one intervener group and directed them to file all submissions jointly, including IRs and arguments;
D. On October 9, 2025, BCOAPO and RCIA filed a request to extend the deadline for filing their joint IRs to Creative Energy from Thursday, October 16 to Monday, October 20, 2025 (Extension Request). BCOAPO and RCIA state that this extension is required due to resource constraints and adds that they have no objection to any extension that may be required by Creative Energy or any other party;
E. On October 10, 2025, Creative Energy filed a response to the Extension Request, stating it has no objection to the requested extension, but requests that the BCUC also extend the deadlines for the following subsequent actions by the same duration: Creative Energy responses to BCUC and Intervener IRs, the letter of comment deadline, and Creative Energy’s final argument and response to letters of comment. Creative Energy further requests that the dates for the intervener final argument and Creative Energy reply argument remain unchanged citing resource constraints related to other filings during that period; and
F. The BCUC has reviewed the Extension Request and determines that an amendment to the regulatory timetable is warranted.
NOW THEREFORE the BCUC orders that the regulatory timetable is amended as set out in Appendix A to this order.
