ORDER

WHEREAS:

 

A.      On June 3, 2025, Corix Dockside Green DE Limited Partnership (Corix) applied to the British Columbia Utilities Commission (BCUC), pursuant to sections 59 to 61 and 89 of the Utilities Commission Act, seeking approval of the revenue requirement and rates for Dockside Green Energy for the period from July 1, 2025 to December 31, 2028, with Basic Charge rates effective July 1, 2025, January 1, 2026, January 1, 2027 and January 1, 2028 (Application);

B.      In the Application, among other things, Corix requests interim approval of the Basic Charge of $0.5538 per square metre (m2) per month, effective July 1, 2025, and $0.6923 per m2 per month, effective January 1, 2026, as set out in the proposed rate schedule filed in Section C of Appendix E to the Application;

C.      By Order G-153-25 dated June 20, 2025, the BCUC granted approval of a Basic Charge of $0.5538 per m2 per month, on an interim and refundable/recoverable basis, effective July 1, 2025. By the same order, the BCUC denied interim rate approval of the Basic Charge for 2026 and requested that Corix apply by November 13, 2025 for any further interim Basic Charge rate approval for 2026;

D.      By Orders G-153-25 and G-245-25, the BCUC established and amended the regulatory timetable for the review of the Application, which included letters of comment from the public, intervener registration, one round of BCUC and intervener information requests and written arguments;

E.       On October 7, 2025, Corix filed its final argument, in which it requested interim approval of a Basic Charge of $0.6923 per m2 per month, effective January 1, 2026 (2026 Interim Rate Request); and

F.       The BCUC has considered the 2026 Interim Rate Request and makes the following determination.

 

NOW THEREFORE for the reasons outlined in the decision accompanying this order, the BCUC denies Corix’s 2026 Interim Rate Request. Corix is directed to maintain the Basic Charge of $0.5538 per m2 per month, on an interim and refundable/recoverable basis, effective January 1, 2026.

Corix Dockside Green DE 2025 to 2028 Revenue Requirements and Rates

 

DECISION

 

On June 3, 2025, Corix Dockside Green DE Limited Partnership (Corix) applied to the British Columbia Utilities Commission (BCUC), pursuant to sections 59 to 61 and 89 of the Utilities Commission Act, seeking approval of the revenue requirements and rates for Dockside Green Energy for the period from July 1, 2025 to December 31, 2028, with Basic Charge rates effective July 1, 2025, January 1, 2026, January 1, 2027 and January 1, 2028 (Application).

 

In the Application, Corix requests interim approval of the Basic Charge of $0.5538 per square metre (m2) per month, effective July 1, 2025, and $0.6923 per m2 per month, effective January 1, 2026, as set out in the proposed rate schedule filed in Section C of Appendix E to the Application.

 

By Order G-153-25 dated June 20, 2025, the BCUC granted approval of a Basic Charge of $0.5538 per m2 per month, on an interim and refundable/recoverable basis, effective July 1, 2025. The Panel considered interim approval of the Basic Charge for 2026 to be premature at the time and therefore, denied Corix’s interim rate request for 2026. To allow sufficient time for review, the Panel requested that Corix apply by November 13, 2025 for any further interim Basic Charge rate approval for 2026.

 

On October 7, 2025, Corix filed its final argument which included a request for interim approval of a Basic Charge of $0.6923 per m2 per month, effective January 1, 2026 (2026 Interim Rate Request).

Panel Determination

 

The Panel denies Corix’s 2026 Interim Rate Request. Corix is directed to maintain the Basic Charge of $0.5538 per m2 per month, on an interim and refundable/recoverable basis, effective January 1, 2026.

 

The Panel is deliberating on the requested permanent Basic Charge rate changes and aims to issue its final decision on the Application in the first quarter of 2026. We are mindful that a Basic Charge was already approved on an interim basis, effective July 1, 2025. The Panel considers that it is not in customers’ interest to experience another rate change when the permanent rate decision is forthcoming, even though there may be some financing costs associated with continuing the interim Basic Charge at the current level into 2026. Therefore, the Panel finds that maintaining the interim Basic Charge of $0.5538 per m2 per month is warranted at this time.
