ORDER
WHEREAS:
A. On November 21, 2025, Pacific Northern Gas (N.E.) Ltd. [PNG(NE)] filed an application with the British Columbia Utilities Commission (BCUC) pursuant to sections 58 to 61 of the Utilities Commission Act to amend its Revenue Stabilization Adjustment Mechanism (RSAM) rate riders, effective January 1, 2026 (Application);
B. By Order G-284-25, the BCUC approved PNG(NE) to set the RSAM rate riders for its Fort St. John/Dawson Creek (FSJ/DC) division as a debit rider of $0.961/gigajoule (GJ) and for its Tumbler Ridge division as a debit rider of $1.238/GJ on a permanent basis, effective January 1, 2025;
C. In its Application, PNG(NE) seeks approval to change the RSAM rate riders on a permanent basis to a credit rider of $0.198/GJ for its FSJ/DC division and a credit rider of $0.229/GJ for its Tumbler Ridge division, which are both applicable to residential and small commercial customers, effective January 1, 2026; and
D. The BCUC has reviewed the Application and finds that the following determinations are warranted.
NOW THEREFORE pursuant to sections 59 to 61 of the of the Utilities Commission Act, the BCUC orders as follows:
1. PNG(NE) is approved to set the RSAM rate riders as a credit rider of $0.198/GJ for the FSJ/DC division and as a credit rider of $0.229/GJ for the Tumbler Ridge division on a permanent basis, effective January 1, 2026.
2. PNG(NE) must notify all customers that are affected by the rate changes by way of a bill insert or bill message included with the next monthly billing.
3. PNG(NE) is directed to file with the BCUC revised tariff pages reflecting the permanent approval in Directive 1 of this order, in conjunction with any other rate changes approved by the BCUC effective January 1, 2026, for endorsement by January 14, 2026.
