UBC Neighbourhood District Energy System 2025 to 2027 Revenue Requirement and Rates

Participant Cost Award Application

ORDER

WHEREAS:

A.      On December 31, 2024, Corix UBCDE Limited Partnership (Corix) applied to the British Columbia Utilities Commission (BCUC), pursuant to sections 59 to 61 and 89 of the Utilities Commission Act, seeking approval of the revenue requirement and rates for its Neighbourhood District Energy System at the University of British Columbia for 2025 to 2027 (2025-2027 RRRA);

B.      By Orders G-10-25 and G-109-25, the BCUC established and amended the regulatory timetable for 2025-2027 RRRA, which included two rounds of information requests and written arguments;

C.      BC Old Age Pensioners’ Organization, Council of Senior Citizens’ Organizations of BC, Disability Alliance BC, Tenants Resource and Advisory Centre (collectively, BCOAPO), Residential Consumer Intervener Association (RCIA), UBC Properties Trust, and the University of British Columbia registered as interveners in the 2025-2027 RRRA proceeding;

D.      On October 28, 2025, by Order G-255-25, the BCUC issued its decision on the 2025-2027 RRRA. The following participants filed Participant Cost Award (PCA) applications with the BCUC with respect to their participation in the proceeding:

E.       By letter dated November 26, 2025, Corix provided its comments on the PCA applications and does not oppose the proposed PCA application amounts; and

F.       The BCUC has reviewed the PCA applications in accordance with the criteria and rates set out in the BCUC’s Rules of Practice and Procedure and considers the following determinations are warranted.

NOW THEREFORE pursuant to section 118 of the Utilities Commission Act, the BCUC orders as follows:

1.       Costs are awarded to the following participants in the listed amounts, inclusive of applicable taxes, for their participation in the Corix UBCDE Limited Partnership UBC Neighbourhood District Energy System 2025 to 2027 Revenue Requirement and Rates proceeding:

2.       Corix is directed to reimburse the above-noted participants for the awarded amount in a timely manner.
