Re:         British Columbia Hydro and Power Authority – Interim Electricity Purchase Agreement for the Brandywine Creek Project

 

Dear Mr. Sandve:

 

On December 1, 2025, British Columbia Hydro and Power Authority (BC Hydro) filed with the British Columbia Utilities Commission (BCUC) an interim Electricity Purchase Agreement (Interim EPA) with the Rockford Energy Corporation (Brandywine Creek IPP) in relation to the Brandywine Creek Facility near Whistler, BC (Filing).

 

The Interim EPA is effective as of October 11, 2025 and will expire on February 11, 2026, unless terminated earlier as authorized under the Interim EPA. The original EPA with BC Hydro and the Brandywine Creek IPP came into effect on January 4, 2002 and expired on October 11, 2025.

 

The BCUC acknowledges receipt of the Filing and BC Hydro’s commitment to file either a combined application that includes a long-term EPA if executed and the Interim EPA or a stand-alone application for the Interim EPA if no long-term agreement is finalized.

 

In the Filing, BC Hydro requests that the Interim EPA be kept confidential in its entirety, as it contains commercially sensitive information to BC Hydro or Brandywine Creek IPP. The BCUC will keep the Interim EPA confidential, unless it determines otherwise.
