ORDER
WHEREAS:
A. On February 14, 2025, FortisBC Inc. (FBC) filed with the British Columbia Utilities Commission (BCUC), pursuant to sections 58 to 61 of the Utilities Commission Act, its 2025 Cost of Service Allocation study (2025 COSA) and application for approval of revenue rebalancing, as well as approval to establish a new rate base deferral account to record the regulatory proceeding costs associated with the review of the application, effective January 1, 2026 (Original Application);
B. By Order G-60-25, the BCUC established the regulatory timetable for the proceeding, which included public notice of the Original Application, intervener registration, one round of information requests (IRs), and final and reply arguments;
C. On May 15, 2025, FBC filed an update to the Original Application to correct for errors discovered in the 2025 COSA, to present new rebalancing options in light of the updated revenue-to-cost ratios, and to amend its approvals sought to reflect a new preferred rebalancing option and updated transformation discounts, as well as a new non-rate base deferral account titled the Irrigation Rebalancing Phase-in deferral account, effective January 1, 2026 (Application);
D. By Order G-127-25, the BCUC amended the regulatory timetable for the proceeding, which included a second round of information requests, and final and reply arguments;
E. British Columbia Old Age Pensioners’ Organization et al (BCOAPO), British Columbia Municipal Electrical Utilities (BCMEU), the Commercial Energy Consumers Association of British Columbia (CEC), Industrial Customers Group (ICG), and Residential Consumer Intervener Association (RCIA) registered as interveners in the proceeding;
F. On November 13, 2025, by Order G-265-25 with accompanying decision, the BCUC approved, among other things, various rate changes and transformation discounts effective January 1, 2026 as a result of the 2025 COSA study;
G. The following participants filed Participant Cost Award (PCA) applications with the BCUC with respect to their participation in the proceeding:

H. By letter dated December 17, 2025, FBC provided its comments on the PCA applications, taking no position on the PCA applications; and
I. The BCUC has reviewed the PCA applications in accordance with the criteria and rates set out in the BCUC’s Rules of Practice and Procedure and determines that the PCA applications should be approved.
NOW THEREFORE pursuant to section 118 of the Utilities Commission Act, the BCUC orders as follows:
1. Costs are awarded to the following participants in the listed amounts, inclusive of applicable taxes, for their participation in the FBC 2025 COSA and Revenue Rebalancing proceeding:

2. FBC is directed to reimburse the above-noted participants for the awarded amount in a timely manner.
