ORDER

WHEREAS:

 

A.      On April 2, 2025, Pacific Northern Gas Ltd. (PNG) filed its 2025–2027 Revenue Requirements Application (RRA) with the British Columbia Utilities Commission (BCUC) for its west division seeking permanent approval of its 2025, 2026 and 2027 basic and delivery charges, and its 2025 Revenue Stabilization Adjustment Mechanism rate rider on a permanent basis, effective January 1, 2025;

B.      By Orders G-101-25, G-176-25, G-183-25, G-186-25 and G-187-25, the BCUC established the regulatory timetable for the proceeding, which included intervener registration, one round of BCUC and intervener information requests (IRs), two rounds of Panel IRs, and arguments;

C.      By letter dated May 23, 2025, British Columbia Old Age Pensioners' Organization, et al. (BCOAPO) and Residential Consumer Intervener Association (RCIA) were accepted as one intervener group in the 2025–2027 RRA proceeding and Annette Morgan was accepted as an individual in the proceeding;

D.      On November 24, 2025, by Order G-270-25, the BCUC issued its decision on the 2025–2027 RRA. The following participants filed Participant Cost Award (PCA) applications with the BCUC with respect to their participation in the proceeding:

E.       By email dated December 18, 2025, PNG provided its comments on the PCA applications, stating that it finds the amounts requested by both parties to be reasonable; and

F.       The BCUC has reviewed the PCA applications in accordance with the criteria and rates set out in the BCUC’s Rules of Practice and Procedure and considers the following determinations are warranted.

 

NOW THEREFORE pursuant to section 118 of the Utilities Commission Act, the BCUC orders as follows:

 

1.       Costs are awarded to the following participants in the listed amounts, inclusive of applicable taxes, for their participation in the PNG-West 2025 to 2027 Revenue Requirements proceeding:

2.       PNG is directed to reimburse the above-noted participants for the awarded amounts in a timely manner.
