Tumbler Ridge Supply and Service Agreement and Stoddart Supply

Agreement with Canadian Natural Resources Limited

ORDER

WHEREAS:

A.      On December 18, 2025, Pacific Northern Gas (N.E.) Ltd. (PNG(NE)) filed an application (Application) with the British Columbia Utilities Commission (BCUC), pursuant to sections 59 to 61 and 71 of the Utilities Commission Act, requesting approval of supply agreements and a service agreement recently executed with Canadian Natural Resources Limited (CNRL) for natural gas supply and service in PNG(NE)’s Tumbler Ridge Division and for natural gas supply to the Stoddart area in PNG(NE)’s Fort St. John/Dawson Creek Division;

B.      In the Application, PNG(NE) requests approval of:

(i)      A natural gas supply and service agreement in which CNRL will provide residue gas to PNG(NE)’s Tumbler Ridge Division and PNG(NE) will in turn provide gas delivery services to CNRL for its field operations in the Tumbler Ridge area, effective November 1, 2025;

(ii)    Termination of Tariff Supplement 3, under which supply and service has been provided to CNRL in Tumbler Ridge; and

(iii)   A natural gas supply agreement with CNRL to supply natural gas for the Stoddart area in PNG(NE)’s Fort St. John/Dawson Creek Division, effective November 1, 2025;

C.      By Order G-56-07 dated May 29, 2007, the BCUC accepted, pursuant to section 71(1), the service agreement between PNG(NE) and CNRL effective January 1, 2007; and

D.      The BCUC has commenced review of the Application and considers that the establishment of a regulatory timetable is warranted.

NOW THEREFORE the BCUC orders as follows:

1.       A regulatory timetable is established as set out in Appendix A to this order.

2.       PNG(NE) is directed to publish the Application and this order on its website on or before Friday, January 23, 2025.

3.       PNG(NE) is directed to provide written confirmation of compliance with the public notice requirement set out in Directive 2 on or before Friday, January 30, 2025.

4.       In accordance with BCUC’s Rules of Practice and Procedure, any party wishing to provide comments is invited to submit a Letter of Comment by the date established in the regulatory timetable. Letters of Comment must be submitted by way of the Letter of Comment Form available on the BCUC’s website at https://www.bcuc.com/Forms/LetterOfComment.
