ORDER
WHEREAS:
A. On November 28, 2025, Corix Burnaby Mountain DE Limited Partnership (Corix) applied to the British Columbia Utilities Commission (BCUC), pursuant to sections 59 to 61 of the Utilities Commission Act (UCA), for approval of its Burnaby Mountain District Energy Utility (BMDEU) revenue requirements and rates for 2026 and 2027 (Application);
B. By Order G-297-25 dated December 12, 2025, the BCUC established a regulatory timetable for the review of the Application, which includes public notice, intervener registration, and one round of information requests (IRs) to Corix;
C. By January 13, 2026, the following parties filed requests to intervene:
i. Residential Consumer Intervener Association (RCIA); and
ii. Council of Senior Citizens’ Organizations of BC, Disability Alliance BC, and Tenants Resource and Advisory Centre (COSCO); and
D. The BCUC has reviewed the requests to intervene and finds the following determinations are warranted.
NOW THEREFORE for the reasons outlined in the decision accompanying this order, the BCUC orders as follows:
1. RCIA and COSCO are accepted as interveners.
2. Interveners are limited to a maximum of 20 questions each, inclusive of sub-questions, for Intervener IR No. 1 to Corix.

Burnaby Mountain District Energy Utility 2026 to 2027 Revenue Requirements and Rates Application
DECISION
On November 28, 2025, Corix Burnaby Mountain DE Limited Partnership (Corix) applied to the British Columbia Utilities Commission (BCUC), pursuant to sections 59 to 61 of the Utilities Commission Act (UCA), for approval of its Burnaby Mountain District Energy Utility (BMDEU) revenue requirements and rates for 2026 and 2027 (Application). The BMDEU delivers thermal energy service to two distinct customer groups: Simon Fraser University (SFU); and the UniverCity neighbourhood, a residential and commercial property development on Burnaby Mountain, adjacent to the SFU campus (UniverCity).
By Order G-297-25 dated December 12, 2025, the BCUC established a regulatory timetable for the review of the Application, which includes public notice, intervener registration, and one round of information requests (IRs) to Corix. By the January 13, 2026 intervener registration deadline, the BCUC received the following two requests to intervene:
1. Residential Consumer Intervener Association (RCIA); and
2. Council of Senior Citizens’ Organizations of BC, Disability Alliance BC, and Tenants Resource and Advisory Centre (COSCO).
In its request to intervene, RCIA submits that it represents the interests of residential energy consumers, specifically the end-users and strata residents of UniverCity. RCIA states that it is the primary voice for these residential consumers, ensuring their needs for affordable and reliable energy are considered in the proceeding.
COSCO submits, in its request to intervene, that it represents a group of community-based, not-for-profit organizations, including energy users in British Columbia. COSCO states that its intervention focuses on the interests of residential ratepayers, especially those who are economically vulnerable, and that its clients will be affected by the Application.
Pursuant to the BCUC’s Rules of Practice and Procedure, persons requesting intervener status must demonstrate to the satisfaction of the BCUC that they are directly or sufficiently affected by the BCUC’s decision. Further, interveners are expected to take reasonable efforts to avoid the duplication of evidence, and the BCUC encourages and may require an intervener to coordinate with other interveners who represent substantially similar interests.[1]
Panel Determination
The Panel accepts RCIA and COSCO as interveners in this proceeding. In addition, interveners are limited to a maximum of 20 questions each, inclusive of sub-questions, for Intervener IR No. 1 to Corix.
The Panel is satisfied that RCIA and COSCO each represent the interests of residential ratepayers, which would include UniverCity residential customers that will be affected by the BCUC’s decision in this proceeding. However, as the BMDEU is a small utility, the Panel is mindful of the costs that may be passed onto customers. To ensure regulatory efficiency, the Panel requests RCIA and COSCO to coordinate their participation in this proceeding to avoid duplication and reduce costs, and considers that a limit on intervener IRs as directed above is warranted.
